Cannot move layer

I am trying to move a layer, but every time I use the move tool, it just anchors
the selection. I'm on a Mac using Gimp 2.10, and I've tried all the suggested
CTRL, ALT, and COMMAND prompts. Nothing has worked. To be more specific, I'm
editing images from a game for a roleplay (as nerdy as it sounds, lol), and I
can't get the character's glasses (the new layer) to move to the correct
position.

So basically, when I try to move the glasses, using the move tool anchors it
without moving it.

Make sure you check the box for “Move the active layer” with the Move tool selected.

With “Pick a layer or guide” selected, you have to be sure you’re on a pixel in the layer.

Zoom helps, too.

Maybe it was that he had a floating selection?  aka. a pseudo-layer directly atop the source layer, used mainly with the select tools.  Clicking outside the selection with a selection-based tool will (by default!) anchor (merge) the selection back into its source layer.  If this is the case, go to the Layers menu and the first command will be "To New Layer" which will detach the floating selection from its source layer.
