[ANNOUNCE] GIMP 2.10.20, babl 0.1.78, GEGL 0.4.24

Hello,

We've just released GIMP 2.10.20 with usability improvements, new
features, and bug fixes. Just like always, the release is accompanied
by new releases of babl and GEGL libraries.

Installer for Windows does not offer Romanian language for install process, in spite of the fact that the installer language file is 100% translated

Sorry about that.  There are a few characters in the Romanian
translation (namely ??, ??, and ??) that can't be converted to the encoding
the installer uses (Windows-1250).  If there are some other characters
you can use instead that are supported by Windows-1250, we could add the
translation.

Heh, looks like the list isn't crazy about them either :)  It's:

U+021A (Latin Capital Letter T with Comma Below)
U+021B (Latin Small Letter T with Comma Below)
U+0219 (Latin Small Letter S with Comma Below)

No, I don't want to alter my language because of an impotent software. It is inadmissible in year 2020 to stick to an 8-bit character encoding, whatever that encoding is. Or perhaps GIMP is supposed to be installed on Windows 95/98/ME too ?

us-ascii ? That is 7-bit. You cannot write _correctly_ in *any* non-English language by using this Yahoo-encoding.

Is it normal if all files in babl and gegl sources archives are from
epoch origin (Jan 1 1970)?

Not sure if it's related, but ninja-build fails when I attempt to build
babl or gegl here (CentOS 7, ninja 1.7.2):
 ninja: error: manifest 'build.ninja' still dirty after 100 tries

A recursive `touch` in the sources tree did solve it.

The installer software being used is Innosetup:

If you happen to know if and how this can be made to use Unicode, then
please let us know - I think I asked about that once, and while it may
seem possible, there were some pitfalls. Jernej might know more about this.

Not sure what is going on, maybe something is odd on your system - I
haven't heard
of such an issue before, and the tarballs themselves do seem fine:

Well.. you're right, it seems that unpacking the archives using `mc`
goes with wrong file dates (using a plain `tar cJf` is fine). This is
the first time I encounter this issue, I'll see w/ the `mc` guys, maybe
something is specific with those babl/gegl archives, maybe it's a bug
on `mc`'s side or whatever.

The ninja error seems quite common when file date is "abnormal", anyway
I could workaround it. Thanks!
